Study Visit to the Supreme Court of Estonia

On 14-15 June 2017, the staff of the High School of Justice of Georgia benefited from a two-day working visit to the Supreme Court of Estonia in Tartu. The objective of the visit was to enable a peer-to-peer exchange on judicial training and the case law analysis for purposes of designing training programmes for judges.

Participants learned about the stages and challenges of introducing the case law analysis in the Estonian judiciary and its objectives; the tools applied for the training impact evaluation; the role played by the case law analysis in the judicial training; the legal information systems in Estonia. The experience exchange between participants included the stages of the judicial training cycle management and case studies on the training needs assessment and training evaluation, as well as a visit to the Tartu County Court.

As a result of the study visit, the Analytical Department of the School is prepared to finalise the methodology on case law analysis for purposes of the training needs identification and the evaluation of the impact on the training for judges.

The activity was organised within the framework of the Council of Europe Project “Strengthening the capacity of the High School of Justice of Georgia”. This Project is funded by voluntary contributions of Bulgaria, Liechtenstein, Norway, Slovakia and Sweden to support the implementation of the Council of Europe Action plan for Georgia 2016-2019.
