About the Steering Committee on Democracy (CDDEM)

The Steering Committee on Democracy (CDDEM) was established following the commitment made by the Heads of State and Government of the Council of Europe during their 4th Summit in Reykjavik in May 2023. The CDDEM's work is rooted in the Reykjavik Principles for Democracy, which aim to secure and strengthen democratic systems across Europe.

 

CDDEM's Role and Activities

CDDEM operates based on the Reykjavik Principles, promoting thematic exchanges and peer reviews of experiences among Council of Europe member States. The committee develops common policy responses, standards, and practical tools to reinforce democracy and good governance at national, regional, and local levels. A key focus is enhancing meaningful participation in democratic life, especially for young people and civil society.

CDDEM addresses democracy as a value, a system of rule, and a practical framework. Its holistic approach complements and advances the Council of Europe's sectoral work on individual democratic components. The committee collaborates closely with other organisations active in supporting democratic resilience. CDDEM seeks to broaden citizen involvement in policymaking and ensure inclusive participation in democratic processes.

 

CDDEM's Mission

CDDEM's mission is to address democracy at a systemic level, respond to its challenges and evolution, and translate fundamental concepts and principles into actionable standards, policies, and tools. The committee also identifies good practices that can serve as references for authorities and stakeholders.

 

Focus Areas

CDDEM concentrates on both current and emerging issues affecting democracy, such as:

  • Identifying and addressing democratic backsliding.
  • Removing barriers to effective civil society participation.
  • Tackling voter disaffection from elections.
  • Strengthening democratic resilience through governance reforms.
  • Leveraging digital transformation and artificial intelligence.
  • Supporting Ukraine in the recovery and reconstruction of democratic institutions and governance.
