On 19 June 2026, the President of GRECO, David Meyer, addressed the GOVHR Forum in Astana, Kazakhstan. The 2026 edition of the Forum, held under the theme "People. Prospect. Public Value in the Age of AI and Digital Transformation", brought together more than 250 senior public officials and international experts to discuss public value in an era of rapid technological change.

In his keynote address, the President underlined the central role of integrity, accountability and the rule of law in building public trust and effective institutions. Drawing on GRECO’s experience across its 48 member States, he stressed that digitalisation and artificial intelligence can support better public services, but cannot replace ethical leadership, transparency or effective safeguards against corruption.

The President also took part in a roundtable on “International Anti-Corruption Standards as a Tool for Modernising Anti-Corruption Strategies”. Referring to GRECO’s evaluations of Kazakhstan and lessons emerging from GRECO’s monitoring work more broadly, he emphasised the importance of risk-based anti-corruption policies, independent and accountable institutions, integrity in public administration, public participation and effective mechanisms for preventing and managing conflicts of interest. He also underlined the value of international anti-corruption standards and instruments, including the Council of Europe’s anti-corruption conventions, in supporting and sustaining national reform efforts. The President stressed that the success of anti-corruption reforms ultimately depends on effective implementation and their ability to deliver tangible results that strengthen public trust.

Mr Meyer welcomed Kazakhstan’s continued engagement with GRECO since joining the organisation in 2020.
