Held every 12 to 18 months by the Council of Europe, the Octopus Conference constitutes one of the biggest and finest platforms of exchange in cybercrime gathering experts from more than 100 countries, international organisations, private sector and academia. 

The conference will provide an opportunity to interface for cybercrime experts from public and private sectors as well as international and non-governmental organisations from all over the world. High-level interventions are envisaged.

 Key messages

About 500 cybercrime experts from some 100 countries – including from public sector but also international and private sector organisations, civil society organisations and academia – participated in the Octopus Conference on Cybercrime from 4 to 6 June 2025. 

Octopus Conference 2025 was the 15th edition of this conference.  Key messages emerged from each session and workshop, as well as from the overall conference, with a renewed invitation to make use of the tools provided by the framework of the Convention on Cybercrime (Budapest Convention) for continuing the international cooperation against cybercrime.
