CyberEast+: Moldovan stakeholders assessed the strategies for handling cyber incidents and cybercrime during Cooperation Forum

Representatives of Moldovan law enforcement, prosecution and cybersecurity agencies, alongside key infrastructure operators and domestic service providers convened on 10 and 11 February 2026 in Chisinau for the Cooperation Forum aimed at strengthening reporting mechanisms and data sharing on cybercrime, cyber incidents, and electronic evidence. This initiative was supported by the CyberEast+ project, a joint action of the European Union and of the Council of Europe, in cooperation with the authorities of the Republic of Moldova.
Participants discussed practical frameworks for timely incident reporting and secure information exchange. The forum emphasized the need for improved abilities to interpret and apply relevant legal frameworks on expedited preservation of data in line with the Article 16 of the Convention on Cybercrime (Budapest Convention), data retention policies and legal alternatives to preservation. Moldovan stakeholders enhanced their capacities to formulate requests and standardise the process of drafting, processing and enforcing production orders addressed to critical infrastructure and service providers, in line with Article 18 of the Budapest Convention.
Case studies helped in understanding better how to deal with the effects of cyber incidents and cybercrime through a proactive approach, in conjunction with enhanced cooperation between cybersecurity agencies, law enforcement and private sector actors, and by using a set of commonly adopted standard operating procedures.
The CyberEast+ project will continue to support synergies between criminal justice authorities and the cybersecurity community in the Republic of Moldova, for a coordinated response to cyberthreats.
