First steps towards an Artificial Intelligence Observatory in the domain of justice were discussed at the 14th meeting of the CEPEJ Working Group on Cyberjustice and Artificial Intelligence

On 26 and 27 March 2026, the CEPEJ Working Group on Cyberjustice and Artificial Intelligence (CEPEJ-GT-CYBERJUST) met under its new mandate 2026-2027. Jeannette Verspui (Netherlands) was elected president of the group whose other members are Kata Bencze (Hungary), Alejandro Fernández Muñoz (Spain), Marko Loisa (Finland), Bojan Muršec (Slovenia), Jan Spoenle (Germany).

The members exchanged on the first tasks to implement the Activity Programme: the potential and limitations of process automation in the justice system, with or without artificial intelligence (AI);  how to maintain judicial independence in the digital age through data sovereignty and the use of open-source software as well as legal and practical implications of AI-generated 'deep fakes' in the context of electronic evidence.

The CEPEJ-GT-CYBERJUST will further strengthen the European Cyberjustice Network (ECN) and continue monitoring emerging AI systems impacting the functioning of justice. The Resource Centre on Cyberjustice and Artificial Intelligence should be transformed into an Observatory for AI in the domain of Justice, thus contributing to the effective implementation of the Council of Europe Framework Convention on Artificial Intelligence and human rights, democracy and the rule of law.
