A nationwide group of 100 English teachers working in state schools of Ministry of National Education has strengthened its ability to design high-quality language assessments, marking a key step towards improving foreign language education in Türkiye in close co-operation with the Ministry of National Education.
Building on prior training on the Common European Framework of Reference for Languages (CEFR), teachers from across the country completed an intensive ten-day online in- service training programme focused on practical item writing and assessment design and received official certificates co-signed by Ministry of National Education and Council of Europe, as well as certificates issued by the National Education Academy. Through four parallel sessions led by Council of Europe experts, participants developed test items for reading, writing, listening and speaking in line with international standards.
In the next phase, a face-to-face workshops will be organised as a project activity in May and June. A group of teachers who completed the training programme will collaborate to develop items and tasks for parallel test forms for each language skill, which will be used in the pilot study.
Overall, this initiative has strengthened teachers’ professional skills and supported the wider use of high-quality, standards-based language assessment practices.
This activity is part of the Joint Programme on "Enhancing Foreign Language Education Quality in Türkiye", co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe in close co-operation with the Ministry of National Education.
