This call for tender aims to establish a framework contract for the provision of services as outlined in the attached contract document, within the framework of the above-mentioned project. In this context, the Council of Europe is seeking consultants experienced in the field of strengthening women’s rights within the penitentiary system in Türkiye.
Interested candidates are expected to submit their applications by the deadline of 27 April 2026 (23:59, CET + 1), in accordance with the Tender Rules and Documents enclosed in the Tender File.
Applications must be submitted exclusively via email (with attachments) to the following address: [email protected] , using the subject line: Tender - Consultancy Services in the field of strengthening women’s rights within the penitentiary system in Türkiye. Tenders addressed to another email address will be rejected.
All questions shall be submitted, in English, and no later than 20 April 2026 (23:59, CET + 1), and shall be exclusively addressed to [email protected] with the following reference in subject: Questions - Consultancy Services in the field of strengthening women’s rights within the penitentiary system in Türkiye.
All documents shall be submitted in English (only registration documents for legal persons, sample of work and publications could be in Turkish) failure to do so will result in the exclusion of the tender. If any of the documents listed above are missing, the Council of Europe reserves the right to reject the tender.
