The assessment report and baseline study of the Civil Monitoring Boards (CMBs) in Turkey discussed and finalised

CMB members, enforcement judges, prosecutors, Ministry of Justice inspectors and Directorate General on Prisons and Detention Houses controllers, coming from different regions of Turkey, met in Ankara on 16-17 December 2019, where they discussed and finalised the assessment and baseline study reports in light of the input received at regional meetings held respectively in Istanbul in October and Antalya in November.

As a result, the CoE consultants received the necessary feedback of the participants to be reflected in the final version of the two reports, which provide corner stone in strengthening the institutional and operational framework and capacities of the CMBs. The final reports provide recommendations and trace forward the path with regards to amending the legal framework to ensure greater independence of the CMBs and enhancing their effectiveness through strengthening the CMBs monitoring tools and reporting capacities. The reports further suggest ways to ensure sustainable training provision and professional development for the CMBs members, as well as measures to improve internal coordination and external communication with other relevant bodies and stakeholders.

The meeting was organised within the Project entitled “Enhancing the Effectiveness of the Civil Monitoring Boards in Turkey in line with the European Standards” funded by Sweden, Switzerland, the Republic of Turkey, the Human Rights Trust Fund and Canada.
