The Council of Europe Project „Advancing Media Freedom in the Republic of Moldova”  is launching a competitive bidding for the provision of international consultancy services toward delivering a five-days’ training course and providing coaching expertise for Moldovan filmmakers on European practices on production and development of documentaries on freedom of expression and human rights topics.

Please find enclosed the Tender File and Act of Engagement with relevant information concerning the tender call and criteria to be met by the tenderers.

We invite you to submit your proposals by latest – 16 April 2026 (including). Tender shall be submitted by e-mail only to this address: [email protected], with the following reference in subject: Training and coaching expertise for Moldovan filmmakers.

For this call, tenderers should submit the following documents in English (except for registration and official documents):

• One completed and signed copy of the Act of Engagement;
• A list of all owners and executive officers, for legal persons only;
• When relevant, a document disclosing the provider’s personal interests that are relevant for this procedure, in compliance with the instructions laid down above under the ‘Exclusion Criteria’ (Section ‘Assessment’) from the Tender File;
• All the documents listed under Section D of the Tender File, necessary for the assessment of the bid under the eligibility and award criteria;
• A list of relevant documentary films along with their links, as evidence that these are the result of the expertise provided during training and coaching of filmmakers on production and development of documentaries on freedom of expression and human rights topics.
