Xavier Cadoret, Vice-President of the Congress, participated in the Award Ceremony of the 2018 North-South Prize of the Council of Europe held on 13 September 2019 in Lisbon, on the premises of the Portuguese Parliament. The laureates Damien Carême, France and Jaha Mapenzi Dukureh, Gambia, were rewarded for their work in the fields of human rights protection and raising public awareness of global solidarity issues.

Damien Carême, candidate proposed by the Congress, is the mayor of Grande-Synthe, France.  Known as the "mayor of migrants", he distinguished himself by his commitment to those he calls "refuge seekers", in particular by building humanitarian camps in his commune to shelter thousands of migrants. He is also active in promoting social equality and ecology, with many initiatives in his community, such as the creation of shared gardens and the transition to 100% organic products in school canteens.

Jaha Mapenzi Dukureh, founder of Safe Hands for Girls, contributed to the Gambian government's ban on female genital mutilation and was involved in a youth awareness campaign in her country. In February 2018, she was appointed "First Regional Goodwill Ambassador for Africa" by UN Women.

The North-South Prize is awarded every year by the North-South Centre of the Council of Europe to two personalities (preferably one from the North and the other from the South, keeping, when possible, the gender balance) to reward their commitment to the defence and promotion of human rights, democracy and the rule of law as well as to the development of intercultural dialogue and the reinforcement of the North-South partnership and solidarity, in conformity with the principles and priorities of the North-South Centre.
