Rule of law, subsidiarity, transparency and accountability, were among the key principles of local democracy discussed by a group of 24 representatives of the Belarusian Democratic Forces, representing diverse political affiliations.

Secretary General Mathieu Mori opened the two-day workshop “Leaders for change: promoting democracy and human rights at local level” and introduced the work of the Congress and the European Charter of Local Self-Government.

Through an interactive programme which combines learning experiences and peer exchanges, the participants reflected on the principles and standards needed to constitute an efficient local governance system, and discussed the key role of local authorities in upholding human rights and engaging with women, youth, and under-represented groups.   

This activity is organised as part of the Council of Europe Contact Group on co-operation with Representatives of Belarusian democratic forces and civil society. The Contact Group holds regular exchanges of views with representatives of the Belarusian democratic forces and civil society, including the Coordination Council and the Belarusian Helsinki Committee, partners of this activity.
