Mandat

La Division des migrations et des réfugiés (DMR) a été créée le 1er février 2025 au sein de la Direction Générale Droits humains et Etat de droit (DG1) pour assurer le suivi de l'action de l'ancien Représentant spécial du Secrétaire général sur les migrations et les réfugiés. Son mandat consiste notamment à proposer une assistance et un soutien aux Etats membres, en particulier par le biais du Réseau de correspondants sur les migrations, à rechercher, collecter et analyser des informations sur la situation des droits de l'homme des migrants et des réfugiés, ainsi qu'à compléter et coordonner les activités d'autres organes compétents du Conseil de l'Europe et notre action avec d'autres partenaires internationaux, notamment le HCR, l'OIM, l'UE et ses agences spécialisées, et d'autres parties prenantes nationales, régionales et internationales, y compris des organisations de la société civile. La DMR représente le Conseil de l'Europe au sein du Comité de sélection du Distinction Nansen pour les réfugiés du HCR, ainsi que dans les Forums consultatifs de Frontex et de l'EUAA.

Seminar on CPT standards related to detention conditions for refugees, migrants and asylum-seekers

On 6 to 7 February 2018, in Ankara, Turkey, a seminar was organised in the framework of the Council of Europe Project "Protection of Rights of Refugees and Migrants in Turkey" on CPT Standards related to Detention Conditions for refugees, asylum seekers and migrants in Removal Centers. The main objective of the seminar was to develop the skills and knowledge of the staff of the Turkish Directorate General for Migration Management (DGMM) carrying out tasks and procedures related to foreigners’ entry into, stay in, exit and removal from Turkey.

Among participants were around 50 experts and lawyers of DGMM, a number of judges and experts from UNHCR. The Seminar gave the participants exposure to the international standards on protection of refugees and migrants with a particular view to child asylum seekers and refugees, as well as the case-law of the European Court of Human Rights and its reflections into the Turkish Constitutional Court decisions.

The Seminar was the first activity of the Project funded by Denmark and the Human Rights Trust Fund and implemented by the Council of Europe using the Council of Europe’s Programme on Human Rights Education for Legal Professionals (HELP). The seminar also provided the participants with information on the HELP courses, especially on “Asylum and ECHR” and “Combating Trafficking in Human Beings”, and HELP’s methodology. The participants reflected on shared and different experiences in an open and interactive atmosphere. They exchanged personal work experiences, perspectives, success stories as well as challenges they confronted due to having the highest number of refugees in the world.
