Round table highlights migration as strategic response to ageing societies

In the lead-up to the implementation of PACE Resolution 2586 (2025) on “Immigration as a Strategic Response to Demographic Ageing”, the Parliamentary Assembly’s Committee on Migration, Refugees and Displaced Persons held a high-level round table in London on 21 October 2025.

The event brought together parliamentarians, experts from international organisations, NGOs, and youth representatives to explore how immigration policies can effectively address the socio-economic challenges posed by ageing populations.

Structured around the resolution’s three pillars — labour mobility, integration, and intergenerational solidarity — the discussion showcased both policy frameworks and practical models for sustainable migration and integration.

“With migration being once way to bridge the demographic gap in Europe, our obligation is to create more favourable conditions as regards the integration of migrants and refugees in our societies” said Kate Osamor (United Kingdon, SOC), rapporteur and 1st vice-chair of the Committee on Migration, Refugees and Displaced Persons.

The session on “Policy Foundations and Good Practices”, addressed the demographic and economic imperatives for migration. Speakers included Emily Farchy (OECD) and Christa Rottensteiner (IOM London), who presented data on labour shortages and migrants' contributions to public services. Representatives from the Municipality of Camini, Italy highlighted how migrant communities have revitalised depopulated rural areas.

In the session on “Integration and Funding for Action”, participants explored how targeted investment and legal frameworks can empower young migrants, particularly unaccompanied minors and youth refugees. Contributions from the UK-based NGOs, Humans for Rights Network and Care4Calais, provided insight into grassroots initiatives supporting psychosocial wellbeing and legal protection. Mr Johannes Boehmer, Vice-Governor of the Council of Europe Development Bank (CEB), outlined how migration and integration policies can help address labour shortages, revitalize communities and strengthen intergenerational solidarity, highlighting the funding opportunities in this respect.

The discussion focused on national implementation roadmaps and concrete partnerships between parliaments, civil society, and international institutions.

This round table, a key step in the parliamentary dimension of Resolution 2586’s implementation, underlined the Assembly’s commitment to developing humane, forward-looking migration policies aligned with Europe’s demographic future. It will be followed by a practical guide for parliamentarians and other stakeholders.
