Council of Europe field offices and migration-related activities

Chisinau:

On 15 October 2025, more than 40 legal and migration professionals, including judges, prosecutors, lawyers and employees of the General Inspectorate for Migration attended the Launch event of the Council of Europe HELP course on “Refugee and Migrant Children”. The course provides an overview of the relevant case law of the European Court of Human Rights (ECtHR) and aims to strengthen the knowledge, practical skills, and decision-making capacity of participants to apply child-rights standards in migration and asylum cases.

On 21–22 October 2025, 15 representatives from the Ministry of Internal Affairs, including the General Inspectorate for Migration and the General Inspectorate of Border Police, as well as the Ministry of Labour and Social Protection of the Republic of Moldova participated in a two-day Study Visit to Bucharest and Galati, Romania. The visit aimed to provide an in-depth understanding of Romania’s legal and regulatory framework for migrant and refugee integration, to facilitate the exchange of good practices, including on gender-responsive policies and approaches, and to strengthen cooperation between Moldovan and Romanian practitioners working in the field of migration and integration.

Yerevan

From March to September 2025, the Council of Europe supported three grassroot projects in Armenia to promote social and economic inclusion of refugee women and girls. Implemented by For Equality Human Rights, Hub Artsakh, and Armenian Progressive Youth NGOs, the initiatives combined entrepreneurship training, skill-building workshops, mentoring, and awareness-raising on labour rights and gender-based violence. In total, 158 women and girls in vulnerable situation, including 66 refugee women and girls, enhanced their professional skills, confidence, and resilience. As a result, one in four secured employment, while half engaged in self-employment or home-based work. The projects also created safe spaces for psychological and social support and strengthened cooperation among local authorities, civil society, and professionals.

These initiatives contribute to the Council of Europe’s ongoing efforts to advance gender equality, prevent violence against women, and empower women across Armenia.

Tunisia:

“Algeria, Egypt, Lebanon, Jordan and Morocco took part in the 3rd Council of Europe International Conference on Migrant Smuggling and in the

4th meeting of the Council of Europe Network of Prosecutors on Migrant Smuggling on 21 and 22 October 2025. Egypt, Morocco and Lebanon shared their experiences in applying international instruments in the field of migrant smuggling, thus reinforcing mutual understanding and co-operation”.
