Back Meeting of the Ministers’ Deputies on 7 October 2020

At the Deputies’ 1385th meeting, on 7 October, Secretary General Marija Pejčinović Burić announced her appointment of Mr Daniel Holtgen to the new position of Special Representative on Antisemitic and Anti-Muslim Hatred and Hate Crimes. The Special Representative will liaise with counterparts in the Council of Europe member states, exchange information and best practice with different partners and enhance co-operation towards effective counter strategies at the European level.

The Deputies adopted two new Recommendations to member States on quality and safety standards for organ, tissue and cell transplantation in Europe, together with a third Recommendation on the protection of haematopoietic progenitor cell donors. They also adopted[*] in their composition restricted to representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia - States concerned: Albania, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Republic of Moldova, Montenegro, Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Serbia, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine and United Kingdom. a Resolution on food contact materials and articles to improve the protection of consumers from food contaminants that originate from the release of material constituents into food.

The Deputies held their six-monthly review of the situation with regard to the abolition of the death penalty and took several decisions in this regard.

They also approved a Joint Declaration by the Council of Europe and Mexico on a Council of Europe-Mexico Strategic Partnership and authorised the Secretary General to sign it.

Finally, they held an exchange of views with Mr Robert Spano, President of the European Court of Human Rights and heard a communication by Mr Wojciech Sawicki, Secretary General of the Parliamentary Assembly, on the preparation of the Enlarged Standing Committee (Strasbourg, 12-13 October 2020 and 22-23 October 2020) and other Assembly activities.
