This site provides an overview of some of the main initiatives of the Youth Sector to support Youth initiatives for an inclusive and peaceful society for Youth in Europe and globally.
In our ethnically and culturally diverse European society, Intercultural Dialogue competences are essential and therefore form an integral component of Human Rights Education and Education for Democratic Citizenship with young people. Only through dialogue and common commitment to a culture of universal human rights, to equality in dignity, can young people enjoy equal opportunities and experiences which enable them to develop the knowledge, skills and competencies to play a full part in all aspects of society, as called for in Agenda 2020 .
The Youth Sector of the Council of Europe has in the past decades initiated and developed quality criteria, training manuals, training courses and seminars in the fields of intercultural learning, human rights education and youth participation. Its contribution to intercultural dialogue includes a series of intercultural dialogue courses, training projects with youth in conflict effected areas and several activities in Euro-Mediterranean and Euro-Arab cooperation, notably through the production of a Training Kit on Euro-Mediterranean youth cooperation – Mosaic – and an inter-regional capacity-building programme for youth leaders based on human rights education. More recently, in the framework of the partnership with the European Commission in the field of youth, it has also published a Training Kit on Conflict Transformation.
With the adoption by the Committee of Ministers of the White Paper on Intercultural Dialogue in 2008 the Youth sector saw the necessity of its efforts confirmed. Since then the work with young people and youth organisations in conflict struck regions of Europe and our cooperation with partner in the Neighbouring region, especially the Arab countries has intensified. With a focus in recent years on the Youth Peace Ambassadors and Youth Peace Camp projects and the Euro-Arab cooperation with the League of Arab States in the Youth field. Within this priority the Youth sector is also working on social inclusion of migrants, young refugees, minority and vulnerable groups such as through the Roma Youth Action Plan.
