Support for the evaluation of judges in context of justice reform

Prof. Anne Sanders, an  international expert of the European Commission for the Efficiency of Justice (CEPEJ), performed a three-day mission in Albania on the new scheme for the evaluation of judges in accordance with the justice reform in Albania.

Sanders met with various beneficiaries, including the Ministry of Justice, High Court of Albania, and the High Council of Justice (HCJ). The expert along with the Chief Inspector of the HCJ, Ms. Marsida Xhaferllari and the Euralius expert Ms. Anita Mihailova, led the panel in the seminar held on 31 October in the presence of a large group of judges. Ms. Sanders shared the practice of the Council of Europe member states and Consultative Council of the European Judges (CCEJ) Opinion Nr 17 (2014) “On the Evaluation of judges‘ work, the quality of justice and judicial independence“. The evaluation of judges in Albania is seen as a key element in improving the judiciary system in Albania.

This activity took place under the SEJ II Action “Strengthening the efficiency and quality of the justice system in Albania”, which is part of the programme entitled "Horizontal Facility for the Western Balkans and Turkey", co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe.
