The Council of Europe Programmatic Co-operation Document for Albania is a framework for co-operation between the Council of Europe and Albania with the overall strategic objective to assist the country in fulfilling its obligations as a Council of Europe member state. The Co-operation Document was developed on the basis of the findings and recommendations of the Council of Europe monitoring bodies, the strategic reform context in Albania, including European Union accession priorities, as well as results and achievements of previous Council of Europe co-operation programmes.
