The evaluation report of the Monitoring Group on the 2023 visit focuses on Albania’s actions to strengthen the fight against doping, assesses the structure and functioning of the national anti-doping organisation, and evaluates the role of public authorities in the upholding of clean sport.

The Monitoring Group notes with satisfaction the significant progress made by Albania in strengthening the fight against doping, both in legislation and in practice. It recommends however an increase in funding for OKAD, the Albanian Anti-Doping Organisation, and the reinforcement of the cooperation between the police, the customs and the health authorities to better tackle trafficking of doping substances. The Albanian authorities are also invited to include anti-doping modules in the training of law enforcement officials and in the medical curriculum and the ratification of the Additional Protocol to the Anti-Doping Convention.

In December 2023, the Council of Europe's Monitoring Group of the Anti-Doping Convention (T-DO) conducted a visit to evaluate the Albanian anti-doping system. It built upon a previous visit conducted in September 2014, and it focused on assessing Albania's progress in implementing the recommendations made in the 2015 evaluation report.
