Welcome to the Council of Europe Programme Office in Skopje

The Council of Europe programme office in Skopje was established in 2012. It currently implements projects in the framework of a joint cooperation programme with the European Union, Horizontal Facility for the Western Balkans and Turkey (Horizontal Facility), with a focus on justice (prisons and police reform; enhancing courts’ compliance with human rights standards to combat ill-treatment and impunity); economic crimes; promoting anti-discrimination and protecting the rights of vulnerable groups (victims of trafficking of human beings for labour exploitation).

Cooperation follows a two-fold approach: technical cooperation, based on recommendations of relevant Council of Europe monitoring/expert bodies and EU progress reports, tailored to achieve increased compliance with European standards, as well as the provision of Council of Europe legislative expertise and policy advise through the Expertise Coordination Mechanism.     

In addition, the Council of Europe programme office in Skopje currently implements a regional project, as a result of joint cooperation with the European Union, in the field of freedom of expression and media (JUFREX).
