Guidance for implementation

The Reference Framework of Competences for Democratic Culture (RFCDC) contains detailed guidance for ministries of education and education practitioners on how the conceptual model of competences and the descriptors can be used to create more effective education systems for promoting learners’ competences for democratic culture.


Education Policy Advisors Network (EPAN)

An Education Policy Advisors Network (EPAN) was set up to facilitate the direct involvement of the member states in integrating the Reference Framework of Competences for Democratic Culture (RFCDC) into education systems.


Co-operation and Capacity Building

Co-operation and Capacity Building Division provides targeted support to these 50 states through programmes aiming to increase the capacity of national education systems to provide quality education, develop competences for a democratic culture, fight discrimination, support integrity and transparency in education and combat extremism and violence in schools. All programmes are based on the policy work of the Council of Europe – including the RFCDC - tailored to the specific needs of each country.

The project “Free to Speak, Safe to Learn - Democratic Schools for All” (2018-2022) supported schools across Europe in building and maintaining democratic culture.
