Republic of Moldova has improved measures to combat money laundering and terrorism financing: new report by Council of Europe’s MONEYVAL Committee

The Republic of Moldova has made progress in preventing money laundering and the financing of terrorism with respect to customer due diligence measures applied by casinos, real estate agents and trust and company service providers, as well as on transparency and beneficial ownership of legal persons and legal arrangements, concludes the Council of Europes MONEYVAL Committee in a follow-up report released today.

Consequently, MONEYVAL has re-rated the three Financial Action Task Force (FATF) recommendations addressing these issues from “partially compliant” to “largely compliant”.

The report also notes some progress in the countrys compliance with FATF recommendations on non-profit organisations and virtual asset service providers. However, the rating for these recommendations remains “partially compliant”.

Overall, out of the 40 FATF recommendations, MONEVYAL rates the Republic of Moldova as compliant on nine recommendations, Largely Compliant on twenty-eight recommendations, and Partially Compliant on three recommendations. None of the FATF recommendations are assessed as non-compliant.

The MONEYVAL onsite visit to the Republic of Moldova for the 6th round mutual evaluation will take place in April 2028. Taking this into account and applying its rules of procedure, MONEYVAL has decided that the Republic of Moldova will no longer be subject to the fifth-round follow-up process.

In its second follow-up report, adopted at its 67th plenary meeting in May 2024, MONEYVAL decided to apply its compliance enhancing procedures (CEPs) to the Republic of Moldova. Subsequently, in its December 2024 plenary, MONEYVAL made amendments to the criteria for applying CEPs. In line with the new criteria, the country was no longer subject to CEPs. Consequently, MONEYVAL has decided to apply no longer CEPs to the Republic of Moldova.

The Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) is a Council of Europe monitoring body and a Financial Action Task Force-Style Regional Body which assesses compliance with the main international standards to counter money laundering, the financing of terrorism and the financing of proliferation of weapons of mass destruction, as well as the effectiveness of their implementation. It comprises 35 jurisdictions, 32 of which are assessed solely by MONEYVAL.
