The 70th Plenary meeting of the Council of Europe's Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) and working group meeting were held from 15 to 18 December 2025, with Mr Nicola Muccioli (San Marino) presiding as Chair. The Plenary brought together around 200 AML/CFT experts from approximately 50 jurisdictions and international organisations to Strasbourg (France).
Among the key outcomes of the Plenary, MONEYVAL examined and adopted the mutual evaluation report of Serbia, the second country to be evaluated under MONEYVAL’s 6th evaluation round. Additionally, the Plenary adopted follow-up reports, under the 5th round of evaluation, for Azerbaijan, Croatia, Estonia, Georgia, Montenegro, Poland and Slovak Republic. Czechia and Slovak Republic were removed from the Compliance Enhancing Procedures (CEPs) process, whereas it was proposed that Georgia remain in Step 1 of the CEP and that Poland also be placed in Step 1 of the CEPs. All adopted reports will be published in the following weeks, after the completion of the relevant post-adoption processes and in accordance with MONEYVAL’s publication policy.
Other key topics included the adoption of amendments to the 6th round Rules of Procedure of MONEYVAL, as well as amendments to the 5th round Rules of Procedure to accommodate the new approach adopted by the FATF in June 2025. Two typologies’ reports targeting ML/TF risks posed by virtual assets and those arising from armed conflicts, were also approved by the Plenary.
MONEYVAL re-elected Mr Nicola MUCCIOLI (San Marino) for a second mandate as Chair of the Committee. MONEYVAL also elected Mr Toms PLATACIS (Latvia) and Mr Alfred J ZAMMIT (Malta) as its Vice-Chairs, and Mr Jacek LAZAROWICZ (Poland) and Ms Laura AUS (Estonia) as Bureau members, for a two-year term (2026-2028).
