A delegation of the Council of Europe's Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) carried out an on-site visit to Armenia from 29 September to 10 October 2025, as part of MONEYVAL’s 6th round of mutual evaluations.
The main purpose of this mutual evaluation is to assess the effectiveness of the implementation of the international standards on anti-money laundering and combating the financing of terrorism and of weapons of mass destruction proliferation (AML/CFT/CPF), in line with the revised FATF Methodology and Standards.
The assessment team is composed of MONEYVAL experts with legal, financial and law enforcement experience, supported by members of the MONEYVAL Secretariat.
During the opening day of the on-site visit, the assessment team was welcomed by Mr. Martin Galstyan, Chair of the Interagency Committee (Governor of the Central Bank of Armenia (CBA)), Mr Armen Nurbekyan, Deputy Chairman of the CBA, and Ms Astghik Karamanukyan, Head of the FIU of Armenia and Head of Armenian Delegation to MONEYVAL.
In the course of the visit, numerous meetings were held with representatives of Armenia’s supervisory authorities, criminal justice system and the operational agencies involved in AML/CFT. The assessment team also met with representatives of the private sector (including banks, investment companies, lawyers and notaries, accountants, real estate agents, casinos) and representatives of non-profit organisations.
The report will be considered for discussion and adoption by MONEYVAL in 2026.
