MONEYVAL’s Annual Report for 2025, published this week, highlights key achievements and developments during 2025, including the adoption of MONEYVAL’s first two mutual evaluation reports under the 6th round, in respect of Latvia and Serbia. As the first assessment body in the Financial Action Task Force (FATF) Global Network to launch evaluations under this new cycle, MONEYVAL is contributing to high standards of quality, consistency and rigour, with a stronger focus on effectiveness, risk-based analysis and real-world impact.
Moreover, the report sets out progress in implementing MONEYVAL’s 2023–2027 Strategy, including work to strengthen measures against money laundering, terrorist financing and proliferation financing. It also highlights new typology studies on risks related to virtual assets and conflict-related proceeds, continued monitoring of reforms across MONEYVAL’s membership, and strengthened co-operation with the FATF, the European Union, the United Nations and Council of Europe bodies.
The Council of Europe’s Committee of Ministers took note of the report during its 23 September meeting.
The report is available CM(2026)144.
