The Intercultural city aims at building its policies and identity on the explicit acknowledgement that diversity can be a resource for the development of the society.

The first step is the adoption (and implementation) of strategies that facilitate positive intercultural encounters and exchanges, and promote equal and active participation of residents and communities in the development of the city, thus responding to the needs of a diverse population. The Intercultural integration policy model is based on extensive research evidence, on a range of international legal instruments, and on the collective input of the cities member of the Intercultural Cities programme that share their good practice examples on how to better manage diversity, address possible conflicts, and benefit from the diversity advantage.

Welcoming policies for newcomers

The City of Zurich achieved a 100% score in 2019 in its ICC Index evaluation related to the area of welcoming policies. Zurich has a specialized agency to welcome newcomers and there is a dedicated strategy and a complete set of information tools available in 14 languages, as well as specific assistance. Each year, six welcoming events for newcomers are organized. They take place at the City Hall and include multilingual information sessions on the life in Zurich, a multilingual city tour and an aperitif.

Finally, the City of Zurich's information tools are differentiated on several levels, distinguishing between those aimed at the newly arrived population and those targeting specific language groups. For many years, these tools have included various services such as a welcome desk, welcome events, a database of German courses and multilingual internet portals. The existing offer specific to language groups (including integration courses and shorter language courses) has been expanded in the years 2012-2015.
