The Intercultural city aims at building its policies and identity on the explicit acknowledgement that diversity can be a resource for the development of the society.

The first step is the adoption (and implementation) of strategies that facilitate positive intercultural encounters and exchanges, and promote equal and active participation of residents and communities in the development of the city, thus responding to the needs of a diverse population. The Intercultural integration policy model is based on extensive research evidence, on a range of international legal instruments, and on the collective input of the cities member of the Intercultural Cities programme that share their good practice examples on how to better manage diversity, address possible conflicts, and benefit from the diversity advantage.

This section offers examples of intercultural approaches that facilitate the development and implementation of intercultural strategies.

Intercultural Council of Limassol

The city of Limassol has created the Council of Limassol back in 2017. Within the framework of its Intercultural mediation and refugee’s strategy, the city of Limassol has created a council in order to adopt the good practices from the CoE’s Intercultural Cities network and through the funding from the EU Asylum Migration & Integration Fund. In September 2017, the Municipality of Limassol formed a consultative body composed of both Cyprus citizens and migrants living in the city, under the title “Limassol Intercultural Council”.

The Council aims to advise local authorities on the challenges faced by migrants in the integration process and regarding their active participation in public life. The Council started its Preparatory activities through a series of brain-storming meetings open to the wider public, resulting in the Intercultural Strategy of Limassol 2018-2020. The latter covers fields such as education, culture, youth, public administration, housing, parenting, labour, policing and safety, health, and media. In addition to that, the Municipality and the Intercultural Council along with other partners have jointly organised a series of activities including Musical Footprints intercultural festivals in May 2018 and June 2019 (with Epilogi Cultural Movement), as well as an Intercultural Policing Training Course in December 2018 (with CoE and Cyprus Police).

The project is closely monitored by the Municipality of Limassol and regularly reported to the Ministry of Interior of the Republic of Cyprus. After the success of the setting up of the Limassol Intercultural Council, the Ministry has listed the creation of Intercultural Councils throughout Cyprus as one of the activities suggested last AMIF call for funding.

The members of the Intercultural Council cooperate with a wide range of communities, social and religious groups, migrants cultural and educational NGOs, the labour unions and diplomatic bodies and volunteers interested in the intercultural and migrants’ issues. The Council collaborates closely with the Council of Europe and other ICC members.
