The 2023 edition of Compass TOTHRE is at the European Youth Centre Budapest!

 The residential seminar of the Compass Training of Trainers in Human Rights Education (TOTHRE) brings together 40 human rights educators and human rights activists from around the world. They have gathered to learn collaboratively about, through and for human rights based on the Compass manual. The seminar is taking place from 24 September to 2 October.
 

 TOTHRE 2023 consists of three phases:

  • Building Foundations (E-learning): In this initial phase the participants are supported in acquiring core knowledge about human rights and human rights education - phase was conducted on the E-learning platform of the Youth Department from May until September.
     
  • Empowering Change: Currently taking place in Budapest, this phase encompasses a 9-day residential seminar at the European Youth Centre Budapest. During this phase, trainers and participants collaborate face-to-face in an intercultural environment to experience and explore activities and approaches from the COMPASS manual. The COMPASS manual serves as a starting point for further learning about training and human rights education. The seminar will conclude with the finalisation of plans for human rights education projects to be implemented by the participants after the course.
     
  • Enacting Impact: The third phase consolidates the participants' learning through their follow-up projects and activities.
     

 The 2023 edition of TOTHRE began in May and will conclude in December. It is organised by the Council of Europe Youth Department in cooperation with the Office of the United Nations High Commissioner for Human Rights. This edition builds on the experiences gained in the previous editions and incorporates the conclusions and recommendations of the 3rd review of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education and of the Forum Citizenship and Human Rights Education with Young People. The course aims to develop the competences of participants to act as trainers or multipliers for human rights education and to support the implementation of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education.

TOTHRE is part of the Human Rights Education Youth Programme of the Youth Department of the Council of Europe, which was introduced to support the mainstreaming of human rights education in youth work and youth policy.
