Back Quality preparation for release of VEPs is of key importance for security and safety in society

Preparation for release of violent extremist prisoners (VEPs), marginalised and vulnerable prisoners is of key importance for their resocialisation and the prevention of recidivism once released. This was unanimously acknowledged by the Montenegrin prison practitioners who took part in the 1st Working Group session, dedicated to discussing the development of a pre-release programme aimed at VEPs and prisoners who are at risk from being radicalised either in prison environment or post-penally.

The prison practitioners, coming from the treatment and security sector of detention facilities in Montenegro, discussed professional challenges pertaining to preparation for release and further resocialisation of a prisoner returning to a local community. The have articulated the most common barriers to re-socialisation related to the social and economic context which, coupled with inconsistent and non-synergized institutional support, are an important factor in re-offending. Quality preparation for the release of VEPs and its proper implementation reduces the probability of recidivism and helps the prisoners to develop the necessary skills to lead productive lives in communities.

The Working Group benefited from the specific experience of Bosnia and Herzegovina, good practices applied in other European countries and relevant Council of Europe standards. Guided by the Council of Europe expertise, prison professionals shall develop a pre-release programme adapted to the specifics of the Montenegrin penitentiary system and the needs of its end beneficiaries.

The activity was implemented on 25-26 January 2024 in Podgorica (Montenegro), under the Beneficiary-specific component of the regional action “Enhancing co-operation in the Western Balkans in managing violent extremism in prisons and preventing further radicalisation after release” and was implemented under auspices of the third phase of Horizontal Facility Program, co-funded by EU and Council of Europe.
