Back Meeting of the Ministers’ Deputies on 19 & 20 October 2022

At their 1446th meeting, on 19 and 20 October, the Ministers’ Deputies adopted the text of a Memorandum of Understanding between the Council of Europe and the United Nations Alliance of Civilizations and authorised the Secretary General to sign it [more information ...]. They also approved the text of a draft United Nations General Assembly Resolution on co-operation between the United Nations and the Council of Europe and invited the chairmanship of the Committee of Ministers to forward it to the Secretary General of the United Nations.

The Deputies deeply regretted that, despite the clear and unequivocal conclusions of the Grand Chamber of the European Court of Human Rights in its Kavala (Article 46 § 4) judgment, Mr Kavala has still not been released. Recalling their decisions adopted on 22 September 2022, the Deputies decided to appoint a liaison group of Ambassadors to assist the Chair in engaging with the Turkish authorities regarding the implementation of the judgment in this case, and in following up that decision.

In addition, the Deputies resumed their consideration of a possible 4th Summit of Heads of State and Government of the Council of Europe and took note of the annual activity report 2021 of the Enlarged Partial Agreement on Sport (EPAS).
