Opportunity to prepare the Council of Europe Handbook on child participation

The Council of Europe is launching a call for applications from international consultants to prepare, compile and draft a Handbook on child participation aimed at professionals working with children. Particular focus should be given to the Handbook’s relation to the Council of Europe Recommendation on child participation CM/Rec(2012)2 and its implementation through appropriate approaches, methods and tools.

The service provider will be expected to perform their tasks in close collaboration with the Children’s Rights Division of the Council of Europe. Tasks may include, but are not limited to:

  • Conceptualising the Handbook’s main features
  • Identifying and reaching out to experts participating in a consultation round
  • Interviews with Council of Europe staff members and experts who have been involved in projects regarding child participation
  • An in-depth documentary review of specialised literature (in the public domain) and Council of Europe resources on child participation, as well as publications referring to Article 12 of the United Nations Convention on the Rights of the Child (UNCRC)
  • Possibly, a phase of consultation with children for the Handbook, either in-person or using information and communication technology tools

A specific budget is available to cover all aspects of this activity, including service provider fees, material expenses and travel costs for all experts to be involved into the work process.

The Provider should have the capacity to complete the consultations and finish the drafting of the document no later than 31/12/2019.

Candidates are invited to submit their proposal including a draft concept and a work plan (maximum 2 pages), as well as the duly completed act of engagement (including a cost estimate) before 18 October 2019.
