The project is funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III (2023-2027). An earlier phase of this programme (November 2019 - February 2023) was supported by the European Union.

Context and objectives of the project

The project “Support to further modernisation of court management in the Republic of Moldova” seeks to promote further modernisation of the judicial administration, improving the evaluation, efficiency, and quality of the functioning of courts, in particular by strengthening the court management and preventing backlogs, improving the transparency, communication, and accessibility of courts, as well as the public trust and user satisfaction, in line with European standards. Launch of the HELP course on the quality of justice and the work of the CEPEJ of the Council of Europe in the Republic of Moldova

On 12 September 2025, the online course “Quality of Justice – the Work of the CEPEJ” was officially launched during a videoconference event that brought together around 30 participants, including officials from the Ministry of Justice and the National Institute of Justice (NIJ), as well as justice professionals such as judges and court managers.

The course was developed within the European HELP Programme – Human Rights Education for Legal Professionals – by a group of CEPEJ experts. It was translated into Romanian and subsequently adapted to the national context and requirements by Ms Tatiana Ciaglic, an experienced NIJ trainer.

The target groups include judges, court managers, prosecutors, mediators and representatives of state authorities. Other justice actors – such as lawyers, judicial experts, and non-judge or non-prosecutor staff – may also find it useful in their professional activities.

Piloted by the NIJ in its adapted version, the online learning course consists of seven modules and is designed to familiarise participants with the activities of CEPEJ and its key tools for promoting efficient and high-quality justice. Through four tutoring sessions conducted by videoconference, the course combines theory and practical exercises in an interactive approach.

This activity has been organised within the framework of the ProjectSupport to further modernisation of court management in the Republic of Moldova, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III (2023-2027).
