A draft Guide on annual court performance reporting was examined during a meeting of a dedicated Working Group, held on 19 December 2025, prior to its submission to the Superior Council of Magistracy for adoption.
The Guide establishes a single, standardised model for the presentation of annual reports applicable to all courts nationwide. It provides a clear structure, including definitions, formulas and key performance indicators (KPIs) to be used. It also offers guidance on how statistical data should be presented and interpreted, in particular through the use of the JUSTAT information system.
Particular attention in the document is given to the quality dimension of judicial performance. The Guide refers to indicators such as the appeal rate and the rates of quashed and modified decisions, explaining the need for a cautious and contextual interpretation of this data. It further includes a quality checklist adapted to national priorities, as well as extended recommendations on the use of court-user satisfaction surveys. The Guide will support court teams in assessing and presenting both achievements and challenges within the framework of improving the quality of judicial services.
The representatives of the judiciary expressed strong interest in implementing the Guide and supported the continuation of cooperation with the Project team through further thematic discussions and training activities aimed at strengthening courts’ capacity to apply CEPEJ tools in practice.
This activity was conducted within the framework of the Project “Support to further modernisation of court management in the Republic of Moldova”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III (2023-2027).
