The activities are organised in the framework of the Project “Strengthening the efficiency and quality of the judicial system in Azerbaijan”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance II.

An earlier phase of this programme (January 2015 - December 2017) was supported by the European Union.

Context of the Project

This project is a second phase of cooperation with the Azerbaijani judicial authorities. Between March 2015 and April 2017, authorities from the justice sector of Azerbaijan and CEPEJ co-operated in the framework of the Project “Support to increased efficiency of courts, improved training of judges and judicial self-governance in Azerbaijan”.

 

Project's objective

Court users in Azerbaijan enjoy better access to justice through strengthened efficiency and quality of the judicial system and improved enforcement of court decisions.

 

Expected outcomes

The project has two main domains of action:

  • The enhancement of the efficiency and quality of Azerbaijani courts through the application of CEPEJ tools at national level.
  • The improvement of the enforcement of court decisions through legal and institutional modernisation of the enforcement system.

 

Project beneficiaries and stakeholders

The main beneficiaries and stakeholders of this project in the Republic of Azerbaijan are the Ministry of Justice, the Judicial Legal Council, and the Justice Academy.

Official launching of the CEPEJ cooperation project  « Strengthening the efficiency and quality of the judicial system in Azerbaijan »

On the 2 of July 2019, The Council of Europe, the Azerbaijani Judicial authorities and the European Union officially launched the project « Strengthening the efficiency and quality of the judicial system in Azerbaijan ». This launching event was the opportunity to present the new project to the different actors in the field of Justice, as well as to the international partners and civil society representatives. During this event, the good relationship and cooperation between the Azerbaijani authorities, the CEPEJ and Council of Europe and with the EU was highlighted by the Deputy Minister of Justice of the Republic of Azerbaijan, Mr Azer Jafarov. Moreover, the experiences and good results of CEPEJ previous phase of cooperation with pilot courts in the country were presented to the participants.

The presentation of the new phase of cooperation was followed by a very active exchange and fruitful discussion on the cooperation between CEPEJ and the different actors in the field of Justice within the scope of the recent Justice reforms in Azerbaijan.

This joint EU/CoE programme is implemented within the framework of the “Partnership for good Governance II (PGGII)” and is funded jointly by the European Union and the Council of Europe and implemented by the Council of Europe.
