CEPEJ training on court management and judicial time management in Albania

As part of its support to the High Judicial Council (HJC) in implementing the Roadmap for the efficiency of justice, the CEPEJ organised a training session in Vlora on court management and judicial time management on 8 and 9 October 2026.

The training brought together members of Albanian court councils to discuss the CEPEJ principles and a range of European practices, including the CEPEJ Checklist for the judicial time management. The checklist can be used to assess the overall length of proceedings, set time limits and categories of cases, monitor the progress of cases, and identify the causes of delays.

Participants also examined the role of court leaders in managing judicial time, as well as how the checklist could be used in their own courts.

The second day focused on court management in practice, including workload, case flow and the allocation of judicial resources. Participants were introduced to the experience of courts in Poland and Belgium.

The training also addressed reducing the backlog of cases and the role of court leaders in this area.

The activity was organised in the framework of the action “Strengthening the Efficiency and Quality of Justice in Albania” (SEJIV), co-funded by the European Union and the Council of Europe and implemented by the Council of Europe under the Horizontal Facility for the Western Balkans and Türkiye.

Presentation of the CEPEJ

In setting up the European Commission for  the Efficiency of Justice (CEPEJ) at the end of 2002, at the initiative of the European  ministers of Justice who met in London (2000), the Committee of Ministers of the Council of Europe wanted to establish an innovative body for improving the quality and efficiency of the European judicial systems and  strengthening the court users’ confidence in such systems.

The CEPEJ develops concrete measures and tools aimed at policy makers and judicial practitioners in order to:

  • Analyse the functioning of judicial systems and orientate public policies of justice
  • Have a better knowledge of judicial timeframes and optimize judicial time management
  • Promote the quality of the public service of justice
  • Facilitate the implementation of European standards in the field of justice
  • Support member states in their reforms on court organisations

The CEPEJ also contributes with specific expertise to debates about the functioning of the justice system in order to provide a forum for discussion and proposals and bring the users closer to their justice system. (Read more)
