On 22 May 2026, CEPEJ organised an online workshop dedicated to artificial intelligence, in cooperation with the Constitutional Court of the Republic of Moldova.
The workshop brought together judges and staff members of the Constitutional Court, as well as Council of Europe experts, to reflect on the growing impact of artificial intelligence on judicial institutions and, more specifically, on constitutional justice.
The discussions addressed, among other topics:
- the opportunities and risks related to the use of AI in judicial systems;
- the implications of AI for judicial independence, transparency and public confidence in justice;
- the risks linked to the use of generative AI tools;
- the need to preserve meaningful human oversight and the human dimension of judicial decision-making, and in particular of constitutional deliberation.
The workshop also provided an opportunity to discuss the emerging European regulatory and ethical approach to artificial intelligence, including the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, the European Ethical Charter on the Use of Artificial Intelligence in Judicial Systems, as well as the CEPEJ Guidelines on the Use of Generative Artificial Intelligence in Courts.
This activity was conducted within the framework of the Project “Support to further modernisation of court management in the Republic of Moldova”, funded by the European Union and the Council of Europe and implemented by the Council of Europe within the Partnership for Good Governance III (2023-2027).
