The management of judicial timeframes at the heart of the exchanges with the pilot prosecution offices of Morocco

On 25 November, the CEPEJ will organise, in cooperation with the Presidency of the Public Prosecutor's Office of the Kingdom of Morocco, two simultaneous meetings with the pilot prosecution offices: the General Prosecutor's Office of the Safi Court of Appeal and the Prosecutor's Office of the Khémisset Court of 1st Instance.

The aim of these meetings is to discuss the state of implementation of the CEPEJ SATURN tools on the management of judicial timeframes, i.e. the guidelines whose 4th revision should soon be adopted by the CEPEJ in order to integrate the role of the different justice professionals (lawyers, judges, enforcement agents) in the management of judicial timeframes, as well as the management of judicial timeframes in times of crisis. CEPEJ experts will also present the Guide for the implementation of SATURN judicial time management tools, intended to accompany the implementation of judicial time management tools.

The participants in these meetings are the representatives of the respective pilot prosecution offices as well as the representatives of the Presidency of the Public Prosecutor's Office.

These meetings will be carried out in the framework of the cooperation programme between the CEPEJ and the Ministry of Justice of the Kingdom of Morocco "Improving the functioning of justice in Morocco based on the tools developed by the CEPEJ - phase II" conducted since November 2020 in the framework of the Council of Europe Neighbourhood Partnership with Morocco 2018-2021.

In setting up the European Commission for  the Efficiency of Justice (CEPEJ) at the end of 2002, at the initiative of the European  ministers of Justice who met in London (2000), the Committee of Ministers of the Council of Europe wanted to establish an innovative body for improving the quality and efficiency of the European judicial systems and  strengthening the court users’ confidence in such systems.

The CEPEJ develops concrete measures and tools aimed at policy makers and judicial practitioners in order to:

  • Analyse the functioning of judicial systems and orientate public policies of justice
  • Have a better knowledge of judicial timeframes and optimize judicial time management
  • Promote the quality of the public service of justice
  • Facilitate the implementation of European standards in the field of justice
  • Support member states in their reforms on court organisations

The CEPEJ also contributes with specific expertise to debates about the functioning of the justice system in order to provide a forum for discussion and proposals and bring the users closer to their justice system. (Read more)
