The Albanian judiciary takes part in a CEPEJ workshop on court communication and transparency of judicial information

At a workshop organised by the CEPEJ on 15 May 2026 in Tirana,  court presidents and judges responsible for media relations and press communication were invited to discuss the CEPEJ’s Guidelines and Best Practices for Better Integration of Users into Judicial Systems, with the aim of strengthening the judiciary’s communication with the media and the public, thereby improving transparency, public trust and understanding of the judicial system.

Mr Jean-Baptiste Crabières (France), Referendary at the Court of Cassation, Deputy Secretary-General of the First Presidency and CEPEJ expert, also presented France’s experience in applying the CEPEJ’s ‘Guide on communication with the media and the public for courts and prosecuting authorities’, , best practices regarding communication between French judges and the media, as well as the development and implementation of a communication plan for the French Court of Cassation.

Participants also had the opportunity to take part in an exercise aimed at developing a communication plan for their respective courts, tailored to the context of the Albanian judicial system.

The activity is organised by the project ‘Strengthening the Quality and Efficiency of Justice in Albania’ (SEJ IV) as part of the joint European Union and Council of Europe programme, the Horizontal Facility for the Western Balkans and Turkey (Horizontal Facility III), co-financed by the European Union and the Council of Europe and implemented by the Council of Europe.

In setting up the European Commission for  the Efficiency of Justice (CEPEJ) at the end of 2002, at the initiative of the European  ministers of Justice who met in London (2000), the Committee of Ministers of the Council of Europe wanted to establish an innovative body for improving the quality and efficiency of the European judicial systems and  strengthening the court users’ confidence in such systems.

The CEPEJ develops concrete measures and tools aimed at policy makers and judicial practitioners in order to:

  • Analyse the functioning of judicial systems and orientate public policies of justice
  • Have a better knowledge of judicial timeframes and optimize judicial time management
  • Promote the quality of the public service of justice
  • Facilitate the implementation of European standards in the field of justice
  • Support member states in their reforms on court organisations

The CEPEJ also contributes with specific expertise to debates about the functioning of the justice system in order to provide a forum for discussion and proposals and bring the users closer to their justice system. (Read more)
