On 3 December 2021, the Maltese Ministry for Justice and Governance launched its new Digital Justice Strategy during an event which was opened by the Minister for Justice and Governance Dr. Edward Zammit Lewis and Mr. Daniele Dotto of DG REFORM of the European Union.
The launch of this strategy is the culmination of 18 months of work carried out during the co-operation project “Establishing a digital strategy for the Maltese justice sector,” where CEPEJ experts carried out a survey of all justice sector ICT initiatives in Malta and co-drafted the strategy and corresponding Action Plan. This survey, in the form of videoconference interviews with justice sector stakeholders as varied as legal aid services or judges, was vital for the subsequent design of the strategy, providing the required context and understanding so that the CEPEJ experts could give appropriately adapted and relevant advice.
The main strategic goals of the action plan are:
- Digital by default: digitalisation of records and processes while ensuring interoperability at European level
- Access to justice: user centered online services
- Analytical capabilities: judicial statistical data analytics
- Building digital skills and competencies, training
The strategy will be implemented in the period of 2022-2027.
The activity, which started in May 2020 and ended in November 2021, was carried out with funding by the European Union via the Structural Reform Support Programme and in cooperation with the European Commission's DG Reform.
