In the framework of the “Programme to support the justice sector reform" funded by the European Union, with its European Commission for the Efficiency of Justice (CEPEJ), the Council of Europe is implementing a two-year project with the Moroccan judicial authorities to improve the functioning of justice in Morocco on the basis of the tools developed by the CEPEJ. In the framework of this project, a training cycle started this week, on 10 and 11 October 2017. It was addressed to nearly 300 judicial authorities from the courts, as well as the highest authorities from the Ministry of Justice and the High Council of the Moroccan judiciary. This training was organised by the Moroccan Ministry of Justice and the CEPEJ, in partnership with the French National School of Magistrates (ENM). This training is based on three modules, which will include two additional sessions, on 8-9 November and 12-13 December. These modules concern the organisation of a jurisdiction and the role of heads of jurisdiction, management dialogue, managing human resources, as well as managing budgets and property, security and communications.The training took place simultaneously in 3 different places in Morocco: Tangier, El Jadida and Agadir. The Moroccan Minister of Justice attended the training in El Jadida. In his address, the Minister of Justice stressed the importance and necessity of the on-going reforms in the field of justice. He also underlined that these reforms are and will continue to be implemented under the supervision of all judicial authorities - in this respect, the Minister expressed his pride in the professionalism and efforts already deployed by judicial authorities to ensure the success of the reforms. The European Union is committed alongside the Kingdom of Morocco to support the implementation of the reform of the judiciary which results in a major institutional reorganisation of the administration of justice. Heads of courts are the first concerned by this reform, which aims, in particular, to promote greater efficiency and improve the quality of the public service of justice on a day-to-day basis. This training is a follow-up to the work carried out by the CEPEJ with numerous Moroccan courts since 2012, in the framework of programs financed by the European Union.
