Pilot courts in the Republic of Moldova report on the results of implementing CEPEJ tools and lessons learned

In the framework of the Project "Strengthening the efficiency of justice and support to lawyer’s profession in the Republic of Moldova", experts of the CEPEJ conducted a mission to the Republic of Moldova, on 31 January - 1 February 2017. The expert team met with representatives from the Ministry of Justice, the Superior Council of Magistrates and six pilot courts, who reported on the measures implemented by the courts in view of improving their efficiency and quality. Moldovan pilot courts, including the Supreme Court of Justice and some of the busiest appellate and first instance courts of the country, are following up on court coaching reports developed by the CEPEJ experts and containing an in-depth analysis of the concerned courts’ performance and recommendations in line with European best court management practices. During the last months, the courts draw up yearly activity reports based on CEPEJ-recommended efficiency and quality indicators, analysed their own performance and put together action plans for institutional development. The courts also conducted satisfaction surveys for users, lawyers and court employees, in a move to evaluate the quality of services based on the perception of users and staff. The results of the surveys were also carefully analysed and objectives were fixed in response to the concerns or needs exposed by users. The achievements of the pilot courts will be taken into consideration for dissemination of good practices and implementation of CEPEJ tools in all courts of the Republic of Moldova.
