Morocco: Reform of Justice - Court Management and New Roles of Court officers

Around 300 officers of the court officers, as well as the highest authorities from the Ministry of Justice of Morocco had again a meeting on 8 and 9 November in Tangiers, El Jadida and Agadir for a training session on the new roles of heads of jurisdictions. The training is organised within the framework of the project: “Improving the functioning of justice in Morocco using the tools of the European Commission for the Efficiency of Justice (CEPEJ)", financed by the European Union, co-financed by the Council of Europe, and implemented by the CEPEJ. This session is one of the three sessions of a training cycle that was designed by the CEPEJ in cooperation with the Ministry of Justice of Morocco and the French National School of Magistrates (ENM). This cycle, started in October 2017, will end in December 2017.

"Morocco is changing (...), the current reform is carried by the judicial officials who are mobilized (...), this reform will give confidence to the citizens in their justice (...)" said Mr. Mohamed Aujjar, Moroccan Minister of Justice, in October on the occasion of the launching of this training cycle. This cycle is composed of three modules: the organisation of a jurisdiction and the role of heads of jurisdiction, management dialogue, managing human resources, as well as managing budgets and property, security and communications. The European Union is committed alongside the Kingdom of Morocco with a programme to support financially the justice sector to assist with the implementation of the justice reform resulting in a major institutional reorganisation of the administration of justice. The heads of courts will be the first to benefit from this reform which in particular, aims to promote greater efficiency and improve the quality of the public service of justice on a day-to-day basis. This training is a follow-up of the work carried out by the CEPEJ with numerous Moroccan courts since 2012, in the framework of programs financed by the European Union.
