The role of the Councils for the Judiciary for independent and impartial judicial systems

The Committee of Ministers, having regard to Recommendation Rec(2010)12 on judges: independence, efficiency and responsibilities, has entrusted the CCJE to prepare and adopt in 2021 an Opinion for the attention of the Committee of Ministers on the evolution of the Councils for the Judiciary and their role for independent and impartial judicial systems. This Opinion will take stock of the experience and developments in member States as regards these key bodies of judicial self-governance.

The Bureau of the CCJE is actually finalising the draft questionnaire that will be sent to all member States prior to the preparation of the Opinion. A synthesis of the replies will be drafted by the CCJE expert, and will serve as a starting point for the Working Group’s drafting process of the Opinion.

The Opinion will be submitted for adoption at the 22nd plenary meeting of the CCJE, to be held from 10 to 12 November 2021 in Strasbourg.
