The 26th plenary meeting of the Consultative Council of European Judges (CCJE) was held on 12-14 November 2025 in Strasbourg. It adopted Opinion No. 28 (2025) on the importance of judicial well-being for the delivery of justice. This innovative topic was considered through the prism of relevant instruments of the Council of Europe bodies and institutions, as well as those of the CCJE observers, UNODC and other actors.
The adopted Opinion examines how the well-being of judges may be protected and promoted to enhance the quality and efficiency of their work and support judicial independence and impartiality. It provides for conceptual framework, lists the main challenges of judicial work, goes on to describe initiatives to protect judicial well-being, and concludes with a set of recommendations on necessary initiatives, measures and actions.
Following the invitation made to the CCJE by the President of the European Court of Human Rights under the Article 36 of the European Convention on Human Rights, the CCJE also adopted comments in respect of the case of Kuijt v. the Netherlands (application No. 19365/19). Rules on the membership and working methods of the CCJE, based on the Terms of Reference of the CCJE for 2024-2027, were also adopted.
Finally, the CCJE elected its new President, Judge José Igreja Matos (Portugal).
