A European Union-funded project aimed at promoting judicial ethics, ensuring implementation of a Code of Ethics will be launched on 4 May in Ankara. Thousands of judges and prosecutors will be involved. The ceremony will be attended by Minister of Justice Mr Bekir Bozdağ, Head of the EU Delegation to Turkey Ambassador  Hansjörg Haber, and Director for Programmes of the Council of Europe Ms Verena Taylor.

  

Public confidence in the judicial system and in the moral authority and integrity of the judiciary is of the utmost importance in a modern democratic society. This new project will aim to create positive public perceptions concerning the conduct of the judiciary. The activities designed are the result of common efforts of the High Council of Judges and Prosecutors, the Council of Europe, and the European Union. The Turkish Justice Academy will also participate as co-beneficiary in the activities.

 

The 24 month-project, with an EU contribution of € 3 million, will draft and implement a Code of Ethics for the Judiciary, and training activities including development of relevant materials. Training and awareness-raising will reach thousands of judges and prosecutors. The Code is to be developed in line with European standards and the "Bangalore Principles", adopted in 2001, a core reference document in establishing an ethical framework for judicial conduct. Drafting the Code will involve public institutions, associations, NGOs, academics and media representatives. The High Council of Judges and Prosecutors will increase its current capacity to ensure the independence and impartiality of the judiciary, while contributing to the career management of judges and prosecutors.
