The Spanish CENDOJ and Turkish Court of Cassation Exchanged Opinions for the Establishment of the Central Case Law Database

On 4 December 2020, representatives from the Turkish Court of Cassation and of Spanish Judicial Documentation Centre (CENDOJ) joined together in an online meeting to gain insight on how the caselaw database of the Spanish judiciary works. The event was organised by the Council of Europe under the EU-CoE Joint Project “Strengthening the Institutional Capacity of Court of Cassation” and is part of a series of activities addressed at the establishment of the central caselaw database of the Court of Cassation of Turkey.

In the opening remarks, Mr Cristian Urse, the Head of the Council of Europe Programme Office in Ankara emphasised that the Court of Cassation is a key institution for delivering justice in Turkey. Mr Mustafa Saldırım, the Deputy Secretary General of the Turkish Court of Cassation, stated that judicial documentation is not only an activity of librarianship but a very important part of the organisation which has a critical importance to enable judges to take efficient, effective, swift and correct decisions. He also added “the more we establish the central caselaw database in a structured way, the better we will safeguard the legal security of the people and the swifter the judiciary will perform”.

During the meeting, the Spanish and Turkish representatives exchanged information and experience regarding the current information technology (IT) systems of the Turkish Court of Cassation and the CENDOJ with a view to gathering ideas for the future central case law database to be established for the Turkish Court of Cassation.

The next activity in the scope of the Establishment of the Central Case Law Database for the Court of Cassation of Turkey will take place in January 2021: an online meeting with the legal and IT experts of the HUDOC, the European Court of Human Rights caselaw database.
