Within the scope of the European Union – Council of Europe Joint Project “Strengthening Democratic Culture in Basic Education”, being implemented by the Council of Europe in cooperation with the Directorate General for Basic Education of the Ministry of National Education of Turkey and aiming to integrate a democratic school culture that corresponds with universal core values as well as fundamental rights and freedoms into the Turkish national education system, the first meetings of the Working Groups on “Competences for Democratic Culture”, “Democratic School Culture”, “Material Development” and “Capacity Building” were held between 11 and 15 February 2019 in Kizilcahamam, Ankara.
The Working Groups, which were supported by international and national consultants, reviewed the Council of Europe’s Reference Framework of Competences for Democratic Culture and other materials concerning Education for Democratic Citizenship and Human Rights Education, conducted needs analyses, discussed the research techniques that could be used, and reviewed the current school practices.
