The personnel of Human Rights and Equality Institution of Turkey are trained on “monitoring places where children are kept deprived of their liberty”

A training on “monitoring places where children are deprived of their liberty” was provided to a group of personnel of Human Rights and Equality Institution of Turkey (TİHEK), within the Action “Strengthening the Human Rights Protection of Migrants and Victims of Human Trafficking” under the European Union/Council of Europe joint programme Horizontal Facility II.

TİHEK, as the governmental organisation responsible for protection and promotion of human rights, as well as acting as the national prevention mechanism against torture and ill-treatment, pays regular visits with or without notice to places where persons, including children, are deprived of their liberty, such as: prisons, reception and removal centres, psychiatric institutions, and shelters for children.

In order to strengthen the capacity of the newly established Institution on conducting above-mentioned monitoring visits, the Council of Europe has developed training modules based on the practical guide on visiting places where children are deprived of their liberty which was previously drafted by Defence for Children-Belgium within an European Union & Council of Europe funded project and translated to Turkish under the current action.

26 personnel of TİHEK including experts, co-ordinators and judges, have attended the training. According to a participant who has conducted several monitoring visits, the training has been fruitful in terms of acquiring knowledge on relevant Council of Europe and international standards on the subject.

In upcoming period, another training to develop child friendly information skills will be provided to personnel of TIHEK by the Council of Europe Action.

 

The training was organised within the framework of the Action “Strengthening the human rights protection of migrants and victims of human trafficking in Turkey”, which is a part of the European Union/Council of Europe collaboration titled “Horizontal Facility-II for the Western Balkans and Turkey 2019-2022”.
