SCOBAL PROJECT MEETINGS

 

On 11 and 12 July 2019 several meetings were held under the Joint Project on Strengthening the Capacity of Bar Associations and Lawyers on European Human Rights Standards (SCoBAL): Management Meeting, Steering Committee and Working Group meetings.

The participants of the Managements Meeting followed by the Steering Committee discussed the achievements of the first year of the Project’s implementation under the three Project’s Expected Results:

  1. Strengthened capacity of the human rights centres of the bar associations through the establishment of model human rights centres in seven pilot provinces
  2. Enhanced knowledge and skills of the lawyers to apply European human rights standards
  3. Fostered communication and coordination between the human rights centres, the bar associations and the UTBA.

The UTBA together with the Project team of the Council of Europe, the CFCU and the EU Delegation considered the implemented activities (needs assessments and prepared reports, development of trainings curricula, action plan, guidelines and regulations, placements of lawyers with the Council of Europe and the European Court of Human Rights, study visits) and next steps.

The Working Group Meeting was focused on the development of the Action Plan for the UTBA and pilot bar associations, revision of the draft Regulation and Directive on the Human Right Centers. Its participants also considered the development of the database, which shall become a tool for collection and analysis of information on situation with human rights violations and instances of violations, as well as for possible solutions for particular cases.
